Grade step rate change date and the Synchronize Grade rates date are same hence process is failing

Summary:

I have an Employee who was hired on 31-Dec-2022, the employee is set to move to the next Grade step as on 1-Jan-2023 and I also have a grade Rate changed on the same date 1-Jan-2023. First I ran process: Synchronize Grade Steps Rates which updated the Step rate for Employee to new rate. Now I am running process: Run Grade Step Progression process and expecting it to move the person to next step which is based on Length of service. However, Run Grade Step Progression process is failing to progress the employee to next step.

Can you please help with this unique scenario, when the rate change and step change for employees fall on same day how to handle this?
