Redwood Development Goals - Restrict notification when Manager assigns a goal to a Contingent Worker

Summary:

Is it possible to restrict Development Goal notifications from going to a specific worker type via the Alerts Composer? Is there an EL Expression that can be added or would we need to disable this "Worker Notified After Manager Assigns Goal" notification and create a custom one via BI?

We are currently using Redwood Goals. As a business process, Contingent Workers do not have access to Development goals. Managers are assigning goals to Contingent Workers by mistake and Contingent Workers are receiving notifications that they have a new goal. When they try to access the link via the notification they can not action. We would like to subpress the "Worker Notified After Manager Assigns Goal" notification from going to users with "Contingent Worker" User Type.
