Performance goal assigned notification triggering when manager edits a goal submit by worker
Summary:
When manager edits a goal that was submit by worker, the worker receives a "Performance goal assigned" notification. We have two questions.
- Is this expected behavior that the employee receives the "Performance goal assigned" notification.
- Is it expected that the To and From fields of the notification are both refelcting the employees name?

Scenario:
Employee submit a new goal that routed to their manager for approval. Manager receives a notification that says "Action Required: Employee requires your approval for Performance Goal Plan". Manager views the goal and makes edits and hits submit.
