Performance goal assigned notification triggering when manager edits a goal submit by worker

When manager edits a goal that was submit by worker, the worker receives a "Performance goal assigned" notification. We have two questions.

  1. Is this expected behavior that the employee receives the "Performance goal assigned" notification.
  2. Is it expected that the To and From fields of the notification are both refelcting the employees name?

Employee: Learner TestManager

Line Manager: Learner TestSuperior

Scenario:

Employee submit a new goal that routed to their manager for approval. Manager receives a notification that says "Action Required: Employee requires your approval for Performance Goal Plan". Manager views the goal and makes edits and hits submit.
