Redwood Team Goal Center Assignment Level Security not respected when using Switch Team

When using "Switch Team" from within the Redwood Team Goal Center, Performance goals respects Assignment Level Security, Development Gaols does not seem to.

When using the "Switch Team" function from within in the Team Goal Center page we have found Performance goals respects Assignment Level Security, Development Gaols does not seem to.

(sorry for the wording in this example, I hope this help demonstrate the issue)

• When logged in as ManagerA, open the Gaol Center (My Team --> Team Goal Center)
  
• ManagerA uses "Switch Team" to see Goals data as WorkerA. WorkerA has two assignments (01 and 02).
