I am working on a performance goal report in which I need to fetch the data of the level 1 approver.
I have searched multiple data tables in order to find a link but without success.

Here are the tables I use :
HRG_GOALS
FND_BPM_TASK_ASSIGNEE
HRC_TXN_DATA
HRC_TXN_HEADER

The link between HRG_GOALS and HRC_TXN_HEADER is the HRG_GOALS .goal_id = HRC_TXN_HEADER.object_id
