How can HR view if a goal plan is assigned to an employee

Summary:

In Responsive UI, we had an option for HR to get into from Org chart view or Directory → Search for Employee → Click on Show More → Goals and view the empty goal plan. But now after converting to Redwood UI, Goals action is not visible from Directory and there is no such option to from My Client Groups → Goals → Performance Goals. We get to see the results only if there is at least 1 goal in the goal plan.
