Performance and Goal Management without Talent Review and/or Career Development Licenses?

What are the functional requirements to use Goal Management and Performance Management? Are the dependent on the Talent Review product and/or the Career Development product?

We are currently paying for Talent Review and Succession Management and Career Development. However, we are not using any of the features offered by those products. For example, our business does not support actively maintaining employee profiles, skills or the like. We do use categories, questionnaires and some of the other underlying configuration pages (listed under Talent related quick actions).
Our question is whether we can drop the Talen Review and Career Development products, without adversely affecting how Goal plans and Performance management operate. Or, are they interdependent and actually require the Talent Review module to work properly.
