Evaluate as Manager not available for HR to click

Summary:

On our Performance Documents we want to allow our HR to click Evaluate as Manager on the three dot drop down but its not available for selection.

We have added the below privilege's, but still not able to get it to show to our HR team. They can View, Transfer, cancel, but not Evaluate as Manager.
