Performance Template has restricted view of questionnaires listing from library in Redwood

Summary: We have begun testing our performance cycle and we cannot see all the questionnaires on the performance template now that we have Redwood enabled. The listing from our questionnaire library seems to restricted and since it only shows a listing, there is no way to search. The list just stops. We confirmed this by adding the letter A to a new questionnaire which put it at the top of the list and stops short again. Is there a restriction on the listing of questionnaires to view? Has anyone seen this before? We
