Uncheck the 'Allow worker to update key attributes' by default

I want the unchecked the box by default.

I tried to change the value to false.

It looks like it is unchecked by default but the employee still able to update key values although it is unchecked.

I can see that it still return true instead of false.

How can I unchecked the box by default.
