Goal, Performance and Competencies

I hope you're doing well. I wanted to seek your guidance regarding a requirement from our client and understand any potential risks, along with the best approach to proceed.
Currently, the client has gone live with both the Goal and Performance modules, but only the Goal section is actively being used in Performance.
Now, the requirements have changed. The client intends to evaluate competencies as well. Their plan is to assign goals to everyone first, and after a few months, start assigning competencies.
My question is: When we enable and assign the Performance Document containing both competencies and goals, will both sections automatically sync within the Performance Document?
