Participant Feedback-Worker/Manager Select Participants-Process Flow

Performance Process Flow cannot be submitted without the option for managers/employees to select participants.

Participant Feedback is enabled in the performance process flow in order to add other type of managers automatically to the document. However, the participant feedback task shouldn't be open for other types of participants. Managers shouldn't be able to request feedback from additional workers.
Is their a way to reach this, as the process flow with this setup is throwing an error?
