Attachment categories creation fails with specific category name already exists but it's not there.

Summary:

I am trying to create order management categories so while creating attachment categories it shows that the specific category name already exists but when searched with the same category name it doesn't show any results due to which I am unable to create any new attahment categories. Anyone faced similar issue?
