What is the new Choose to Evaluate Field on the Redwood Performance template under Structure?

When creating our new Performance Template, we found a new field under the Competency section under Structures under Processing by role. It is Choose to Evaluate Items and has a yes/no option for the manager and worker. What is this field for and how does it work?
