HCM Security - query salary data

Looking for your help with the following topic.

• Customer on Gov Cloud
• They are reviewing the ability to store employee labor rates for downstream labor cost calculations
• One option under consideration is storing the labor rate as salary in the HR module
• In Core HR, salary access can be strictly controlled through Security roles
• However, two areas where access restrictions are not enforceable:
  • Developers with the BI Admin role have table-level access to CMP_SALARY, allowing them to query salary data.
  • Developers with REST API access can retrieve employee salary information without restriction.

Would it be possible to share guidance on securing salary data or potential workarounds?
