Unable to Delete Work definition in Specific Organization

The main issue is that we need to delete a work definition in one org, but the "Delete Work Definition" button is missing.

Additionally, I can delete the work definition in one org but in other org I am not able to delete the work definition.

Work definition is in Draft Status, and start date has been past.

Found this article in Oracle Knowledge base, Just wanted to know that if this bug has been fixed or not?
