Eligibility change alert to prevent save or submit not working for "Request Eligibility change'

Summary:

We have a requirement that when a manager request for Eligibility change from Ineligible to Eligible, a column needs to be filled mandatorily before saving the data. We have configured an alert for the same, but the alert does not gets triggered when the manger changes the eligibility via 'Request Eligibility change' in the worksheet. The alert is getting triggered, if the same transaction is being done via Administer Worker. Has anybody faced such an issue or have any probable solution to this
