MFA/2FA Reset request - live chat cannot help

I reached out to live chat to request assistance removing/reseting MFA on my Oracle Cloud Free Tier account as I am unable to provide MFA after logging in with value username and password. System says code sent to my phone but I never receive anything.
I provided answers to all ownership verification but live chat agent said there was some provisioning issue with my account. They told me to use this forum to get the problem resolved. (see screen shot of instructions from live chat agent).
