In the Payroll approval rule we want Diane to be an exception to the Manager Hierarchy

Summary: We don't have a city manager right now, so the deputy city manager doesn't have a manager. In the Payroll approval rule we want Diane to be an exception to the Manager Hierarchy and go through a different approval with the Finance Director as her approver.

I tried using username as the condition, but she still goes through the hierarchy. Same for position.
