Emp who ignore shared Perf Goals do not have them reshared after HR reruns the same process.

Summary: We are experiencing an issue with the Redwood UI. For our customer, we are mass sharing Performance Goals. Employees need to create their own goals and then align them with the shared goals. However, if an employee mistakenly ignores (deletes) a goal, it disappears from the front-end UI. When HR tries to reshare the goal using the existing "Mass share goals" process, the goal is not shared again.

We have created a report to check with whom the goals are shared and with whom they are not. The report indicates that the goal is shared, but it does not appear in the UI.
