User unable to modify the strategy tasks from Edit Task screen in Oracle fusion collections

Summary: We have two business users, who have the same roles and data access sets assigned to them and none of them are defined as collectors in the system, but one of the two users is able to move the strategy tasks/skip the tasks (Manual Tasks) by navigating to customer profile→Strategies and clicking on 'Edit Tasks' button for the strategy and the other one is not. the buttons for moving the tasks to change their order or the button to 'skip task' are not active for the other user. we are wondering if there is any profile option or any
