Is it possible to generate public URL for the attachments associated to the Service Request or Case?

We have a requirement where customer wants to allow users to create Service Request with the image attachments from an eCommerce portal. The user should also be able to view the images. The images can also be attached to the Service Request by the Customer Service agent, and these images should be made variable for end user on the portal.

The REST API for Service Request provides attachment details however it requires image to be downloaded through API which is not efficient.
