Performance Notifications not triggering in application

I'm trying to test the performance bell notifications in our DEV2 instance and I can't get them to trigger. Client wants to see from start to finish, what the Manager and Employee will receive. We have in-app notifications enabled at the BPM level. I have enabled notifications for the Performance Management tasks in Talent Notifications. What else am I missing?

I understand that when performance reviews are assigned via the Eligibility Batch process, no notification is sent. I used the Create Document feature, and still nothing.
