Assigning goal plan and performance document to new hires

Previously, we were able to schedule a process but this doesn't appear to be the case any more. I was told that this would happen automatically. But it doesn't.

Even when I manually assign the goal plan (using the available process)

and person number. The system does not assign the goal plan.

The same issue with the performance document using the batch eligibility process.

Can anyone help, please?
