Duplicate Accrual after Mid Month Global Transfer

Summary:

We’re experiencing an issue with a monthly PTO accrual plan in Oracle HCM Absence Management. The plan has a monthly repeating period and accrues on the 1st of each month.

An employee was part of Legal Employer A and accrued PTO on 1/1/2025 and again on 2/1/2025 as expected. However, the employee transferred to Legal Employer B effective 2/2/2025, and the system triggered another accrual under Legal Employer B’s plan on the same month (2/2/2025).

This results in a duplicate accrual for February, even though the employee already received their monthly accrual under Legal Employer A. Since accruals are meant to happen once per repeating period, we believe this behavior is incorrect.
