Can we restrict who can release the credit hold per order creator

Summary:

Hi Team

Currently we can restrict which role can release credit hold on SO, but we want to know for same customer order, if we can restrict who can release the credit hold per order creator, like only the order creator's manager can release the credit hold, if other person try to do that, system will give warning or reject this release?
