Stock Statements Not Showing Under Act as a Proxy

Summary: I am able to see the stock statements under Administer Workers, MyTeam and Me, but they show as Unprocessed on the Act as Proxy Manager which is how the administrators review the statements.

Select Plan

Select Cycle

Select Mode

Select Template

Visibility (I've run as Administrators Only and Administrators, managers and workers)

Submit

We've run the plan and the plan is approved. When we run the process, the administrators can only see the statements under Administer Workers. They can't see them under the Act as Proxy Manager. The statements appear unpocessed even though they are visible to the manager and employee. Is there something I've missed in the configuration?
