Why would my item transaction defaults not work in Work Orders

Summary:

It seems there is a known bug that requires you to add two lines to get the default locator to work. The problem is that my return default does not work because I cant add a second line to my return as a work around to the bug, the returned subinventory has no locators.

It wont let me add a second line for the bug work around. If I have only the one line then the default does not work.

as noted above, because I cant add the two lines the default does not apply. The below return should default to returned subinventory.
