Unable to terminate some draft goals through transaction console

Summary:

Per Oracle release notes, we need to ensure that there are no draft or unapproved transactions for performance or development goals before using Redwood Goals Center. We are attempting to terminate all prior draft/unapproved transactions and have been able to successfully terminate most; however, there is a handful that we are unable to terminate through Transaction Console. Anyone know if there’s an alternative way to clear these transactions?

Oracle suggests all draft/unapproved goals are terminated.

We have a report that identifies the transaction ID to the draft transactions which assisted us with this exercise. Of the 5,000+ transactions there are 18 we are unable to action.
