Can we have approval based on certification status ?

Summary:

Business needs approval based on the certification status, rather than adding the certification.

No need of approval when a certification is added in employee profiles > Skills and Qualification.

However would need approval when the status is changed to 'Expired' not all status.

Is this possible in Profiles using any of the attributes listed here ?
