Summary: Final Approval Notifications are not sent when using Act as Proxy (25B)

Our compensation team is using the Act as Proxy feature to finalize approval on Workforce Compensation sheets. Alerts are turned on as a Global Setting and within the individual Compensation Worksheets but neither the Leaders or the Compensation Managers report receiving notifications upon final approval. The changes are effective within the system (transfer to HR batch process) but all of the individual transactions are still 'In Progress' in the Transaction Console. I've verified that alerts also don't appear to be sent in the BPM Worklist.

When on the Proxy page, I noticed that a few lines are listed as 'Processed' vs 'Fully Approved'. Also, our CEOs line does not have an approval status and states 'Work in Progress'.
