Channel Claims manager Role not working?

Hi,

I have a user which is having Channel Claims Manager role and data access set to BU. However when doing login she does not have access to Customer Channel Management

However another user having both Channel Claims Manager and Customer Channel Program Manager then is able to login. See below

So what if we need to give access to one person to Create and Settle Claims but not able to create programs? Is it possible to achieve this?

In our company one person is in charged of creating promotions and another shared services team is creating and settling claim with workflow approval. How to achieve this? I have run LDAP Job after role assignment….
