What is causing my commitment allocation to not work as I set?

Summary:

I have just learned about commitment allocations in the last couple of months. I was very excited to have found an automated solution for what my team has been doing manually for years. However, I have found some of my commitment allocations are not working as I set.

For example, I will have two carriers with 50% weekly commitment allocations. When the bulk plan comes through overnight, it will give all the shipments to one carrier.

I have confirmed the lane IDs, rate offerings, etc. I'm stuck on what else to check to make this work. And again, my commitment allocations work for MOST of my lanes. It is only about 5 or 6 that I am seeing this issue.
