FYI mail notification to employee on goal plan assignment and goal assignment

HR specialist assigns goal plans to employee using scheduled process mass assign goal functionality. We have disabled the notification : "HR assigns goal plan to worker" in the system which is available in Goal management notification settings.

However, the employee is still receiving FYI notifications when the HR Specialist assign goal plans to employee. If we have disabled the notification, why is the system still sending FYI to employees stating "Goal plan has been assigned to you for review period ".

What are the other settings that needs to be done to stop FYI notifications to employee for goal plan assignment ?
