Salary Ranges aren't populating in compensation worksheet when Default Promotion Date is not defined

Hello experts,
when entering new grades the new salary ranges only appears when in the plan cycle setting page a default promotion date is defined. However, not all employees should be promoted so the promotion date should be filled just for promoted employees. is it a standard behavior?
If a promotion date is not set in the plan cycle when entering new grades salary ranges doesn't appear.
Any workaround to face this behavior?
