The requirement is to pause non shippable lines

Summary:

The business requirement is to pause the non shippable lines until a date based EFF called pauserelease on the non shippable line has passed and all other shippable lines on the order have moved to awaiting billing. If the pauserelease time has passed and the shippable lines are not moved to awaiting billing expectation is it should still pause till all shippable lines move to awaiting billing.

Created two rules below but this is not working and if the pauserelease has passed it still releases the pause on the non shippable. Tried using SAC_TYPE_EVENT that is causing the pause release to be stuck as pause.
