I want to make Attachments Options on Expense Reports when the Funds Reservations is set to "Reserve Funds". Currently, the system makes it mandatory to provide attachment when you try to submit the Expense Report when the Funds Reservations is set to "Reserve Funds". This is not desirable by the client. Hence, I want to find a way to make it Optional. Although the "Behavior" is set to "Optional".
