Need to customize Orchestration Process to avoid Work Order creation

Summary:

Orchestration creates a Work order in back-to-back Make process, but we will be creating reservations through API against on-hand & hence don't require the Work order to be generated.

So how can the work order generation be avoided? What changes could be made tot he orchestration?
Or is there any other way to achieve this?
