Does BPM Require Comments when Approving from an Email Notification?

In BPM Worklist > Administration > Task Configuration > FinApInvoiceApproval > Configuration > Approval Preconditions I've selected 'Required' under the REJECT option.

In testing, I'm finding that when an end-user Rejects via an email notification, the system does not require comments. Additionally, Rejecting within the Bell Notification, without expanding/opening the notification, the system does not require comments.

The only time it seems to require comments is when an end user opens the notification within the Bell Notification and selects Reject.

Are my findings correct? That the setting (Required under the REJECT open) under Approval Preconditions is only applicable to approval notifications where the end user selects Reject while they have the notification open within the Bell Notification?
