Summary:

When user A tries to browse to the domain of the Compertment1 to manage domain users of OCI, the error message “Authorization failed or requested resource not found” is displayed.

User A belongs to the SecManager group.
User A is configured with the following policy statement

Allow group 'Default'/'SecManager' to manage organizations-domain in compartment 'Compertment1'
Allow group 'Default'/'SecManager' to manage organizations-domain-governance in compartment 'Compertment1'
Allow group 'Default'/'SecManager' to manage users in compartment 'Compertment1'
Allow group 'Default'/'SecManager' to manage groups in compartment 'Compertment1'
