How to remove 'Add question' from actions in participant feedback (performance document)?

Summary:

In the Manage Participants section of a performance document, there is a new action that has appeared called 'Add Questions', which remains greyed out if this is not enabled via the questionnaire template. This is confusing for Line Managers and I would like to remove this action completely.. would this be via a specific privilege or would it need to be via VBS?
