Retiree Benefit program

Hi All,
We have requirement to create a Retiree Benefit Program.I have'nt done it before.Please let me know the best approach.
On the Retiree Program, i have added eligibility for person type retiree.Should we create a Life Event for Retiree to assign the Retiree Program.
I have Terminated the active employee and rehired the employee with person type as 'Retiree'.The new hire life event is getting created. Is this approach correct.Should the ben admin evaluate this life event.
The life event for Retiree is also getting triggered.
