Unable to access Compute instance

I'm unable to access my Compute instance in Oracle Cloud Infrastructure (Instance located in an OCI region, running Oracle Linux 8.10 aarch64). I cannot log in via SSH as my public SSH key does not appear to be in the ~/.ssh/authorized_keys file for the opc user. While I can establish a serial console connection and reach the login: prompt, I cannot log in; attempting opc with a blank password results in "Login incorrect", and I've confirmed there's no generic password for the opc user.
