Calculate accruals not calculating accrual as of hire date for employee hired backdated as of 2007

Summary:

I have a accrual matrix fast formula attached to a absence accrual plan. But I have noticed that the accrual when run for a employee who is hired in the past for e.g. if someone is hired on 01/Jan/2007 and I run the accrual as of hire date it doesn't trigger the fast formula and accrual processing. The accrual calculation is only being triggered starting 2016. I am not sure what's the reason. Please note the plan term is anniversary year while repeating period is annual front loaded.
