How to configure approval to route to requestor's manager in fusion absence management?

We have a requirement for approval where if the Absence Administrator is raising a request on behalf of employee, then it should go his manager (Absence Admin's manager). Basically the one who is raising request, the approval should go to his manager and not Employee's manager. In this situation how to route to the Admin's manager?
