Role-Based Performance Goal Approvals

Can we customize this approval workflow to accommodate as per the business requirement of goal submission by a line manager?
Business wants this workflow-
Line Manager submit the Goal of a direct reporter > Functional Manager of an employee approves the goal
Note- Here Functional Manager is not the the next-level manager
