Using non-submitted property values in visibility conditions

Summary:

When a "ABC Activity" checkbox is enabled in a "ABC Call" activity, we want to route the activity to a "ABC Bucket" bucket resource. However, because the checkbox is in the 'Activity Details' screen is NOT submitted at activity creation, the "Route ABC activities to ABC buckets" routing plan does not see the activity.

We have an activity/integer/checkbox property in the 'Edit Activity' layout screen, and use visibility conditions to enable the checkbox. We created a routing plan to route the activities to a specific bucket resource. When a new activity is created and the visibility conditions are met, the checkbox will show as enabled (check mark), however the routing plan does not see the activity. If we open the activity and click the 'Submit' button of the activity details screen, then the routing plan can see the activity.
