Redwood: How to Hide Rating or Comments on Goal Section in Performance Document

With the Goal Synchronization with Performance Templates in Redwood (ORA_HRA_SYNCHRONIZED_GOALS), I no longer can add a Section under Structure for Performance Goals where I could control manager and worker ability to see/edit the Rating and Comments. How is this managed?

For all of our performance templates prior to Redwood, we had a section for Performance Goals (that I can still see) where we could set up Processing by Role rules for visibility and entry of ratings and comments by workers and managers. We have a requirement to hide the rating and comments from managers (to view the goals and only rate and comment in overall summary) that worked prior to Redwood and hide the rating from employees.
