25B Bulk approve feature OTL

Summary:

Applied 25B to our Env, and Bulk approve started to work as we need. However still there is a confusion. We tried to implement Bulk approve in 25A, we updated Worker profile, we added new privilege to our custom role, we run indexes. Bulk approve worked.

HOWEVER, Line manager could submit card back in 25B Submit feature is gone but we want to know what changed? We need a link to a doc, we could not find any documentation which explain this change in behavior. We also did not add Mass Approve Privilege to our Custom Line manager Role and it still works. Again no explanation in oracle docs.
