Skills and qualifications shows blank sections with approval set to required

Summary:

We have required approvals set for Licenses and Certifications on the talent profile. The information can be seen in responsive UI but not displayed in Redwood UI. In addition, we can print and view the information from the Redwood UI. If we turn off approval required, all data displays in Redwood. Does anyone have a fix for this?
